The Commission shall appoint members to each observer panel required by Education Code Section 54120, and shall designate the chairman of each panel. The Commission shall use any of the following criteria, or in the judgment of the Commission the equivalent thereof, as the basis for the selection of each person appointed as a member of an observer panel:
(a) In the judgment of the Commission the person has had sufficient preparation and experience directly related to the reading instruction of young pupils in the public schools or private schools of equivalent status to demonstrate familiarity with reading problems and knowledge of the various teaching skills and methodologies necessary to improve the quality and effectiveness of reading instruction.(b) In the judgment of the Commission, the person has had sufficient preparation and experience at the college or university level, or sufficient other experience, directly related to the reading instruction of young pupils to demonstrate familiarity with reading problems and knowledge of the various teaching skills and methodologies necessary to improve the quality and effectiveness of reading instruction.(c) The person is recognized by the Commission as an expert in the field of the teaching of reading, possessing familiarity with reading problems and knowledge of the various teaching skills and methodologies necessary to improve the quality and effectiveness of reading instruction of young pupils. Among other persons, a person who holds a certificate of "Specialist Teacher" in Reading under Education Code Section 54104 is deemed to be so recognized for the purposes of this section.Cal.
