Section 5570 - Dealer Escrow Responsibilities(a) A dealer shall open an escrow account for all sales transactions involving a manufactured home, mobilehome, or multi-unit manufactured housing, as specified in Section 18035 or 18035.2 of the Health and Safety Code. A dealer may authorize the escrow agent to act on its behalf to register and title the unit; however, the dealer remains responsible for the acts or omissions of its agent.(b) In the event that the escrow agent submits an incomplete and/or untimely application for registration, the dealer shall be solely responsible for payment of administrative service fees, as specified in Section 18123.5 of the Health and Safety Code, and any penalties which accrue due to the late reporting, as specified in Sections 18114 and 18116 of the Health and Safety Code, and subsection 5660(c) of this chapter.Cal.
