Section 3979.16 - Amendment to the Water Quality Control Plan for the Santa Ana River Basin (Basin Plan) to Revise and Update the Total Dissolved Solids and Nitrogen Management Program

Santa Ana Regional Water Quality Control Board Resolution R8-2021-0025 amended the Water Quality Control Plan for the Santa Ana River Basin (Basin Plan). The State Water Resources Control Board approved the amendment under Resolution 2022-0014 on May 10, 2022.

The amendment revises Chapter 5 of the Basin Plan to:

1. Update the description of the waste load allocation (WLA) model that provides the basis for the establishment of Total Dissolved Solids (TDS) and Total Inorganic Nitrogen (TIN) WLAs in the Santa Ana River Watershed.
2. Update Table 5-5 of the Basin Plan to establish updated WLAs applicable to wastewater treatment facilities in the Santa Ana River Watershed.
3. Provide direction to permit writers regarding how to assess compliance with TDS/TIN effluent limitations included in waste discharge requirements.
4. Clarify the use of the mineral increments described in the Basin Plan (Chapter 5, "Total Dissolved Solids and Nitrogen Management," Section III.B.2) when water quality based effluent limitations for salinity are imposed on a Publicly Owned Treatment Works.
5. Clarify that the permit process for salinity-related constituents should focus on TDS rather than individual salt ions.
6. Identify future planning priorities for implementation of the TDS/Nitrogen Management Program.
7. Update requirements for the groundwater and surface water monitoring programs.
