Section 3751 - Limitation of Funding(a) The state board, acting as a responsible agency, may deny, postpone or condition discretionary financial assistance for any project subject to CEQA that is to be undertaken by any person where the state board determines that such action is necessary to protect against environmental damage to water resources, to prevent nuisance, to minimize adverse environmental impact on water resources, or to ensure long-term protection of water resources, or if the information required pursuant to section 3750 has not been timely submitted to the state board. The state board's authority under this subdivision is limited to the protection of water resources within its purview.(b) The state board, acting as lead agency, may deny, postpone, or condition discretionary financial assistance for any project that is undertaken by any person where the state board determines that such action is necessary to protect against environmental damage, to prevent nuisance, to minimize adverse environmental impacts, or to ensure long-term protection of the environment, or if the information required pursuant to section 3750 has not been timely submitted to the state board.Cal.
