(a) Liners shall be designed and constructed to contain the fluid, including waste and leachate, as required by Article 3 of this chapter.(b) Clay liners for a Class I waste management unit shall be a minimum of 2 feet thick and shall be installed at a relative compaction of at least 90 percent.(c) Synthetic liners shall have a minimum thickness of 40 mils.(d) Liners shall be installed to cover all natural geologic materials at a waste management unit likely to be in contact with waste or leachate.Cal.
