Section 485 - Preliminary Approval of Project(a) Within 90 days after receipt of a completed application, the Department of Health Services shall determine whether the project as proposed is "necessary" pursuant to Water Code Section 13823 and determine whether to approve or disapprove project plans, and notify the applicant of its decision.(b) In determining whether the project is necessary, the Department of Health Services shall consider the availability and cost of alternatives to the project such as consolidation with adjacent water systems or development of alternative sources.Cal.
