(a) The licensee shall meet the following financial requirements: (1) Development and maintenance of a financial plan which ensures resources necessary to meet operating costs for care and supervision of clients.(2) Maintenance of financial records.(3) Submission of financial reports as required upon the written request of the licensing agency. (A) The written request shall explain the necessity for disclosure.(B) The licensing agency shall have the authority to reject any financial report, and to request, examine, if necessary, and copy additional information including interim financial statements. The reason for rejection of the report shall be in writing.(C) The licensing agency may remove additional information, if necessary for copying. Removal shall be subject to the following requirements: 1. Prior to removal, a licensing representative shall prepare a list of the records to be removed, sign and date the list upon removal of the records, and leave a copy of the list with the administrator or designee.2. Licensing representatives shall return the records undamaged and in good order within three business days following the date the records were removed.Cal. Code Regs. Tit. 22, § 82062
