Section 80044 - Inspection Authority of the Licensing Agency(a) The licensing agency shall have the inspection authority specified in Health and Safety Code Sections 1526.5, 1533, 1534, 1538 and 1538.7.(b) The licensing agency shall have the authority to interview clients, including children, or staff members without prior consent. (1) The licensee shall ensure that provisions are made for private interviews with any clients, including children, or any staff members.(c) The licensing agency shall have the authority to inspect, audit, and copy client or facility records upon demand during normal business hours. Records may be removed if necessary for copying. Removal of records shall be subject to the requirements specified in Sections 80066(c) and 80070(d). (1) The licensee shall ensure that provisions are made for the examination of all records relating to the operation of the facility.(d) The licensing agency shall have the authority to observe the physical condition of the client, including conditions that could indicate abuse, neglect, or inappropriate placement, and to have a licensed medical professional physically examine the client.Cal.
