(a) "Client" means a person who is receiving services from an intermediate care facility for the developmentally disabled.(b) Ambulatory Client. "Ambulatory client" means a client who is capable of demonstrating the mental competence and physical ability to leave a building without assistance of any person under emergency conditions.(c) Nonambulatory Client. "Nonambulatory client" means a client who is unable to leave a building unassisted under emergency conditions. It includes, but is not limited to, those persons who depend upon mechanical aids such as crutches, walkers or wheelchairs, and those persons who are profoundly or severely mentally retarded or persons who are totally deaf.Cal.
