Section 40693 - Civil Rights(a) No person shall, on the grounds of race, color, national origin, age, sex, or handicap, be excluded from participation in, be denied benefits of, or be otherwise subjected to discrimination under the Program.(b) Where a significant number or proportion of the population eligible to be served needs service or information in a language other than English in order to effectively be informed of or participate in the Program, the local agency shall take reasonable steps to provide information in appropriate languages to such persons, considering the scope of the Program and the size and concentration of such population.(c) The local agency shall compile data, maintain records, and submit reports as required by the Department to permit effective enforcement of nondiscrimination laws.Cal.
