(a) The agency shall make a written assessment of each applicant seeking to adopt children for whom the agency needs adoptive parents in order to determine the applicant's suitability as a prospective adoptive parent. (1) The written assessment shall be the basis for the agency's decision as to whether the applicant will be approved for the adoptive placement of a child.Cal. Code Regs. Tit. 22, § 35257
