Section 35011 - Recruitment of Adoptive Applicants
(a) The department, county adoption agency, or licensed adoption agency shall recruit prospective adoptive applicants who will meet the needs of children for whom a plan of adoption is being recommended.
(b) The agency responsible for recruitment of prospective adoptive parents shall make diligent efforts to recruit individuals who reflect the race, ethnicity and cultural diversity of children for whom adoptive homes are needed. All placement decisions should be specific to the needs of the individual child.
(c) The agency responsible for recruitment shall accept applications from prospective adoptive parents who express interest in providing permanency to a child/youth whose race, color or national origin does not match their own.
(1) This section shall not affect the application of the federal Indian Child Welfare Act.
(2) In recruiting prospective adoptive applicants, the department, county adoption agency, or licensed agency shall apply the requirements of Family Code sections 8708, 8709, 8710, and 8711.
(3) The agency shall inform the unmarried applicant that the ability to adopt is not limited by the applicant's marital status.
