Each local child support agency shall:
(a) Conduct an initial interview with a custodial party, unless the custodial party is a foster care agency, or a noncustodial parent if that individual is the applicant for Title IV-D services, within 10 business days of opening a case, unless an interview was conducted pursuant to Section 112100(e). During the initial interview the local child support agency shall: (1) Answer questions and provide information to the custodial party or noncustodial parent of his/her rights and responsibilities.(2) Review the forms specified in Section 112110 completed by the custodial party and/or noncustodial parent and solicit additional information as necessary.(b) Reinterview the custodial party or noncustodial parent to obtain information, when necessary.(c) Notwithstanding subsections (a) and (b), interview or reinterview a noncustodial parent only if the noncustodial parent is not represented by an attorney or his/her attorney has given a local child support agency permission to conduct an interview.Cal.
