Section 100865 - Recapture and Redistribution of Unexpended Funds(a) Contract time extensions shall be approved when DEO determines that extenuating circumstances occurred beyond the control of the contractor. A contractor shall request the time extension in writing and provide justification for the request.(b) In the event there are unexpended funds after determinations have been made regarding extensions, DEO shall offer recaptured funds to private nonprofit or public entities which are currently providing services and have met the goals and objectives as established in the existing contract. When distributing these funds, the Department shall give special consideration to the needs of the low-income population.Cal. Code Regs. Tit. 22, § 100865
