(a) Whenever it appears that other parties should be joined in order to dispose of all issues, an administrative law judge shall do so and shall grant such continuance and hold such additional hearing as may be necessary.(b) Any number of proceedings may be consolidated for hearing or decision when the facts and circumstances are similar and no substantial right of any party will be prejudiced.(c) Proceedings with respect to which the alleged facts and the points of law are the same shall be consolidated for hearing.Cal.
