Section 454(b)-7 - Effective Date of the Arrangement(a) The terms of the Arrangement shall apply to employing units beginning with the date on which liability in regard to maritime service commences under the Federal Unemployment Tax Act to the extent that the jurisdiction or jurisdictions of coverage subscribed to the Arrangement before or during the year in which such liability commences.(b) The terms of the Arrangement shall apply beginning with the first day of the calendar year in which a jurisdiction subscribes to the Arrangement to the extent that such subscription occurred in a calendar year beginning after such liability commenced.Cal.
