Section 305-3 - Notice, Time and Place of Hearing on Change of Regulations(a) Whenever the adoption, amendment or repeal of any regulation is proposed, a public hearing shall be held thereon at Sacramento, California, or at such other places as may appear necessary or desirable.(b) At least 45 days' notice shall be given.
