The department may grant a variance if to do so would be in the public interest. In weighing the public interest, the department's considerations include but are not limited to the following:
(a) The economic and technological feasibility of complying with the noise standards set by these regulations;(b) The noise impact should the variance be granted;(c) The value to the public of the services for which the variance is sought; and(d) Whether the airport proprietor is taking good faith measures to the best of its ability to achieve the airport noise standards.Cal.
