(a) This Article applies to inspection and copying of all records. It applies to any person making any request to copy or inspect records. It applies to any request by any person for the Commission to keep a record confidential, including, but not limited to, requests pursuant to Section 25322 of the Public Resources Code.(b) Nothing in this article shall be construed to require disclosure of a record that is exempt from disclosure under the California Public Records Act, Government Code sections 6250 et seq.
