(a) Should an Interstate pipeline or other pipeline that is not currently under the jurisdiction of the State Fire Marshal, become reclassified as an Intrastate pipeline or become jurisdictional to the State Fire Marshal, that pipeline shall be subject to all the requirements of this Article.(b) Operators will have 12-months from the time the pipeline became jurisdictional to the State Fire Marshal to submit a risk analysis and implementation plan to the State Fire Marshal. The implementation plan shall specify retrofit completion within 30-months of the date the pipeline became jurisdictional to the State Fire Marshal.Cal. Code Regs. Tit. 19, § 2106
