Section 1363 - Conditions of Transfer(a) Prior to transferring environmental health and sanitation services and programs from a local health department to an agency, the following shall be met: (1) The county board of supervisors or health district board shall authorize the total environmental health and sanitation services and programs to be transferred and maintained as a single organizational unit.(2) The Director of the State Department of Health shall give written approval for the transfer.(3) The proposed agency shall have a State Department of Health approved annual program plan.Cal.
