Section 3521.2 - Residential Multi-Service Center Program
(a) The Residential Multi-Service Center (RMSC) Program's primary goal is to assist "at-risk" supervised persons in becoming productive members of society through their reintegration into the community.
(b) The RMSC Program offers a variety of services to both male and female supervised persons, based upon assessed need, that include housing, literacy training, sustenance, life skills, anger management, substance use disorder treatment, relapse prevention, and job preparation and retention.
(c) All supervised persons are eligible for placement in the RMSC Program who voluntarily agree to participate in the program, except the following supervised persons who shall be excluded:
(1) Supervised persons currently in need of detoxification.
(d) The following supervised persons will be considered on a case-by-case basis for participation in the RMSC Program:
(1) Supervised persons who have a past or current violent felony conviction pursuant to PC section 667.5(c).
(2) Supervised persons who have a current felony conviction pursuant to PC section 1192.7(c) and/or 1192.8.
(3) Supervised persons with a misdemeanor hold.
(4) Supervised persons who are designated as a Public Interest Case.
(5) Supervised persons who have a restraining order/court order and/or victim notification in the county of the RMSC facility.
(6) Security Threat Group I members or associates.
(7) Supervised persons who are required to register pursuant to PC section 290 (sex offenders).
(8) Supervised persons who are in custody pending local criminal charge(s) which could result in continued incarceration.
(9) Supervised persons with a felony hold.
(10) Supervised persons with pending felony criminal charges.
(11) Supervised persons who are classified as Enhanced Outpatient Program.
(12) Supervised persons who are required to register pursuant to PC section 457.1 (arson offenders).
(13) Interstate cooperative Supervised persons as defined in section 3000, Definitions.
(14) Incarcerated persons released to non-revocable parole as provided in section 3505.
(e) The RMSC Program offers an initial placement of up to six months of residence which includes participation in an aftercare program phase for up to 90 days. Supervised persons may be allowed to stay in residence up to a maximum of one year, as provided in section 3522(a)(1).
(f) Supervised persons shall be on active parole status while participating in the RMSC Program.
