Section 1740.1 - Phase II Application Assessment Factors(a) Pursuant to California Government Code Sections 15820.916 and 15820.917, the factors by which applications will be assessed shall include the following: (1) The percentage of inmates the county committed to state custody in relation to the total inmate population of CDCR in 2010, or whether the participating county received a Phase I conditional award and wishes to relinquish that award and agrees to continue to assist the state in siting a reentry facility pursuant to Chapter 9.8 of Title 7 of Part 3 of the Penal Code.(3) Documentation of need for the project;(4) Detention alternatives;(5) Scope of work and project impact;(6) Administrative work plan;(7) Plan for adequate staffing of the facility;(8) Effects of realignment; and,Cal. Code Regs. Tit. 15, § 1740.1
