(a) Immediately following the executive director's presentation of the staff recommendation, a representative or representatives of the local government or the governing authority and members of the public and agencies shall have an opportunity to state their views on the recommendation. The chairperson of the Commission may establish predetermined time limits for such presentations. The representative of the local government or governing authority may have a period to respond to questions raised by the Commission.(b) The staff shall respond to significant environmental points raised during evaluation of the LCP or LRDP. The response may be included within the staff report and shall be distributed to the Commission and the person making the comment. The response shall be available at the hearing on the LCP or LRDP for all persons in attendance.Cal. Code Regs. Tit. 14, § 13533
