Notice of any special meetings shall be given as required by Government Code Section 11125.4 and at least 48 hours in advance of the meeting.
At the commencement of a special meeting, the Commission shall find that the delay necessitated by providing notice 10 days prior to the meeting would cause a substantial hardship on the Commission or that immediate action is required to protect the public interest. The finding shall set forth the specific facts that constitute the hardship to the Commission or the impending harm to the public interest. The finding shall be adopted by a two-thirds vote of the appointed membership, or, if less than two-thirds of the members are present, a unanimous vote of those members present. The finding shall be made available on the Commission's website. Failure to adopt the finding terminates the meeting.
