(a) Written notice of all public hearings shall:(1) Be sent by regular mail to those persons and entities designated in Section 3659 of the Public Resources Code and to all persons whose names and addresses have been provided in the petition.(b) The notice shall state the time, place, and purpose of the hearing and that written or oral evidence shall be received at the hearing.(c) The notices shall be sent no less than ten days prior to the date set for the public hearing.Cal.
