Section 845 - Inspections(a) Inspectors may board and inspect any vessel which is conducting, preparing to conduct, or has just finished conducting an oil transfer before either the transfer unit or the receiving unit has departed. The Administrator has the primary responsibility for carrying out the provisions of the Act within the Administrator's jurisdiction.(b) The Administrator shall designate persons to act in the capacity of inspector for purposes of this article. Such personnel shall be readily identifiable by credentials issued by the Administrator. Credentials issued pursuant to this article shall be carried by the inspector conducting any inspection and made available for viewing upon request from any interested party.(c) As used in Section 845.2 below, the term Administrator shall also mean any person having the authority to conduct inspections as delegated pursuant to this article.Cal.
