Regrooved tires shall be designed and constructed as follows:
(a) Design. No tire shall be regrooved unless it is designed to permit a renewed or newly generated tread pattern and is marked "regroovable" at the time of manufacture or it has a retread designed to be regrooved and is marked "regroovable" when retreaded.(b) Construction. Regrooved tires shall be constructed with at least a 3/32-in. (2.4-mm) layer of tread material between the cord structure and the new grooves, which shall be not less than 3/16 in. (4.8 mm) nor more than 5/16 in. (7.9 mm) wide. Regrooved tires shall not show evidence of ply, tread, or sidewall separation; sidewall wear that exposes the fabric; or tread or groove cracks extending to the fabric.Cal. Code Regs. Tit. 13, § 1086
