Section 551.11 - Settlement Conference: Separation of Powers
(a) Unless otherwise stipulated by the parties, the administrative law judge at the settlement conference shall not preside at the hearing on the merits or in any proceeding relating to motions for temporary relief or interim orders. Nothing in this regulation shall affect or limit the provisions of Vehicle Code section 3050.4.
(b) Each party shall file a written settlement conference statement that must be received by the board no later than five business days before the settlement conference. The settlement conference statement shall contain a detailed statement of facts, a statement of issues, and a good faith settlement proposal. Unless the parties agree orally or in writing that the statements shall be submitted only to the board for use by the assigned settlement conference administrative law judge and designated "confidential", the settlement conference statement filed with the board shall be accompanied by a proof of service showing service on all other parties.
