Section 480 - Definitions
(a) "Certification Agreement" means the notice of certification to the Certified California Veteran Service Provider (CVSP), requiring the CSVP to maintain the personnel and standards under which they were approved, or to notify CalVet within 30 days of any changes.
(b) "Certified California Veteran Service Provider" (CVSP) means an entity meeting the definition set forth in Military and Veterans Code Section 881(a).
(c) "Competitive grant" means a grant issued by the California Department of Veterans Affairs (CalVet) to a CVSP for the purposes of providing supportive services that improve the quality of life for service members, veterans and/or their families.
(d) "Existing funds" means funding already appropriated to any state department or agency, other than CalVet, for the purpose of providing services to veterans.
(e) "Project Manager" means the person, employed by a Veteran Service Provider (VSP) with executive responsibility for the grant award, and named in the grant award letter.
(f) "Grant Program Manager" means the CalVet employee responsible for oversight of the VSP Grant Award Program.
(g) "Grant Recipient" means the CVSP named on the grant award letter.
(h) "Interagency Agreement" means a Memorandum of Understanding (MOU) or any other contractual instrument between CalVet and any other department or agency for the acquisition of funds for use in the CVSP grant issuing process.
(i) "Qualified VSP" means a VSP that meets the qualifications to be certified, but has not applied for certification.
(j) "Reasonable Administrative Costs" means those costs that cover the increased operational activities as a result of the program, such as increased IT needs, processing and mailing costs, and other activities directly related to the CVSP grant program.
(k) "Veterans Service Provider" (VSP) means an organization that provides services to veterans, but has yet to be certified as a potential grant recipient.
