Section 810.5 - Citation Service(a) A citation shall be served either personally or by certified mail, return receipt requested, to the permittee's address. Upon the date of personal service or upon the date of receipt of certified mail, the citation shall be considered to have been issued and service shall be considered to be complete.(b) The time to comply with the citation shall commence upon service.Cal.
