Applications will not be allowed to pend indefinitely or for an unreasonable length of time. An application will also be subject to denial if it reasonably appears that applicant is not actively correcting reported defects and remedying reported deficiencies in good faith, or that it will be impossible for applicant within a reasonable time to comply with the Commissioner's appropriate lawful requirements.
