Section R2-7-G304 - General Services Administration ContractsA. An agency chief procurement officer may purchase products or services using General Services Administration (GSA) schedules or contracts under the following conditions: 1. Use of the GSA contract or schedule is cost effective and in the best interest of the state;2. Price is equal to or less than the contractor's current GSA price;3. Price is fair and reasonable;4. Contractor is willing to offer GSA pricing and terms to the state;5. Comparable products or services are not available under a state or agency contract;6. Comparable products or services are not restricted under a set-aside contract; and7. Contractor accepts required state contract terms and conditions.B. An agency chief procurement officer shall make a written determination that use of the GSA contract or schedule is in the best interest of the state. The determination shall contain the following: 1. Name of the contractor;2. GSA contract or schedule number;3. Procurement description;4. Analysis of price, quality, and other relevant factors; and5. Statement that the price is fair and reasonable.
