Section 7 AAC 53.901 - Request for proposals
(a) The department, in its discretion, will request that eligible providers submit proposals to provide residential child care services for children for whom the state has assumed responsibility under AS 47.10. The department will give public notice of a request for proposals by publishing notice of the availability of application forms and instructions in a newspaper of general circulation and by mailing copies of the application forms and instructions to all persons that request copies and, in the discretion of the department, to other interested parties.
(b) In a request for proposals, the department will state
(1) the areas and communities where proponents may propose to provide services;
(2) the categories and kinds of services that proponents may propose to provide and the period for which proponents may propose to provide those services;
(3) the criteria that the department will use to evaluate proposals;
(4) the minimum standards for acceptable proposals;
(5) the maximum total dollar amount that the department intends to grant and, in its discretion, the maximum amount that the department intends to grant for a grant project or group of grant projects;
(6) the method the department will use to adjust grants if state fails to appropriate enough money to fund all grants;
(7) the procedure for submitting grants;
(8) for each grant project designated in the request for proposals, the minimum number of beds that a proponent may offer; and
(9) other information that state or federal law requires to be included in a request for proposals, including the information described in AS 47.40.041.
(c) The department will specify any or all of the following areas and communities in a request for proposals. Any geographic location not specifically mentioned in this subsection is a part of the same geographic area as the closest community that is specifically mentioned.
(1) The State of Alaska;
(2) the Southcentral region, comprised of Anchorage, Cordova, Dillingham, Eagle River, Glennallen, Homer, Illiamna, Kenai, Kodiak, McGrath, Palmer, Seward, Unalaska, Wasilla, and surrounding areas;
(3) the Southwestern region, comprised of Alakanuk, Aniak, Bethel, Grayling, Kwigillingok, Mountain Village, Scammon Bay, and surrounding areas;
(4) the Northern region, comprised of Barrow, Delta Junction, Dot Lake, Fairbanks, Fort Yukon, Galena, Nenana, and surrounding areas;
(5) the Southeast region, comprised of Juneau, Sitka, Ketchikan, Petersburg, Wrangell, and surrounding areas;
(6) the Western region, comprised of Kotzebue, Nome, Unalekleet, and surrounding areas; and
(7) any community that is located in the areas described in this subsection.
(d) The department will assign a value to each criterion of evaluation specified in the request for proposals. The value will show the relative importance that the department will give to that criterion in evaluating proposals.
(e) In a request for proposals, the department will specify the services that a proponent must offer. The department will specify any of the following categories of services, and will further define such services for each project in the request for proposals:
(1) day treatment programs;
(2) emergency shelter care;
(3) specialized residential care; and
(4) intensive residential treatment programs.
