Section 7 AAC 13.900 - Definitions

As used in this chapter

(1) "community" means a town or village with a governing authority which is a city council, an Indian Reorganization Act (IRA) council or a traditional council;
(2) "department" means the Department of Health and Social Services;
(3) "division" means the division of public health in the department;
(4) "facility" means a community health facility operated by an eligible applicant described in 7 AAC 78.030;
(5) "health care provider" means an individual who provides direct patient care services or ancillary care, or is involved in related activities such as health planning, administration, or supplies;
(6) "mid-level practitioner" means a nurse practitioner or physician's assistant;
(7) "operating costs" mean expenses incurred for equipment items costing less than $500, salaries, other employee costs, travel, communications, equipment repairs, contracts, supplies, rents and utilities, staff and board training;
(8) "operational deficit" means that portion of the operating costs of a health facility which cannot be met by revenues of the facility, including fees and all other sources of income except the financial assistance provided under AS 18.25.070-18.25.110;
(9) "program director" means the individual responsible for ongoing operation of a facility;
(10) "readily accessible" means reachable within a period of approximately 30 minutes;
(11) "referral services" mean arrangements between the mid-level practitioner at the facility, and the hospitals or physicians to whom patients are sent for consultation or more definitive diagnosis and treatment;
(12) "service area" means the geographic area described by the applicant and approved by the department as the area for which services will be or are being provided.
