7 Alaska Admin. Code § 05.060
The State Registrar shall establish registration districts throughout the state for the collection of vital statistics records. Wherever possible, such registration districts shall coincide with the recording districts established by the supreme court, or shall be subdivisions of such recording districts. Where such recording districts are subdivided into more than one registration district, such subdivision boundaries should follow any other existing local boundary lines in general use whenever feasible. When such local boundary lines do not exist, or their use is not feasible, the State Registrar shall determine what boundary lines to use. Full advantage shall be taken of natural physical features as boundary lines when possible.
