Section 6 AAC 25.710 - Statements advocating voter approval or rejection of propositions and constitutional convention questions
(a) The division shall include statements advocating voter approval or rejection of a proposition or constitutional convention question in the election pamphlet. The division
(1) shall offer authorship of the statement
(A) advocating voter approval of an initiative or referendum to the initiative committee or referendum committee;
(B) advocating voter approval of a constitutional amendment or voter rejection of a proposition to a group that has organized and registered with the Alaska Public Offices Commission to support the constitutional amendment or oppose the proposition;
(2) if no organized group meets the requirements of this subsection, may offer authorship of the statement to a publicly recognized individual or organization with a stated interest in the proposition.
(b) The division will establish a deadline for the submission of a statement under this section. A statement advocating voter approval and rejection must be received by the division by the established deadline date.
(c) A statement submitted under this section may not exceed 500 words. An article such as "a," "an," and "the" will be counted as a word.
(d) A statement submitted under this section must include a signer's bloc located at the bottom of the statement. The signer's bloc must include no more than three signers. Any signers more than the allotted three will be considered endorsements and included in the text of the statement and counted against the 500-word limit. Signers must include the signers' full names and organizations, if any.
(e) Signers shall sign a form prepared by the division indicating that the signers participated in the drafting of the statement.
(f) The division may not release statements until all statements regarding the proposition or constitutional convention question have been received in final form and have gone to the printer.
(g) The division may appoint a coordinator for the drafting of statements under this section.
(h) The division may not take a position on a statement advocating voter approval or rejection of a proposition or constitutional convention question. The division shall provide a disclaimer printed on the bottom of each page in the election pamphlet that includes a statement advocating or rejecting a proposition or constitutional convention question.
(i) The division shall request that the office of the lieutenant governor coordinate the authorship of the statements advocating voter approval or rejection of the question whether a constitutional convention shall be called.
