The procurement officer shall award a contract under competitive sealed proposals to the responsible and responsive offeror whose proposal is determined in writing to be the most advantageous to the authority, taking into consideration the evaluation factors set out in the request for proposals and any contract negotiations conducted under 3 AAC 100.410.
