20 Alaska Admin. Code § 14.015
For a bond issue using a negotiated sale method, the executive officer shall select the underwriter and, if more than one underwriter is chosen, members of the underwriting or selling group. The executive officer shall compile a qualified underwriters list (QUL) in accordance with the selection process set out in 20 AAC 14.020 - 20 AAC 14.040. The underwriter and members of the underwriting or selling group must be selected from the QUL. The executive officer shall update the QUL when a vacancy is anticipated or as is determined necessary by the executive officer or the board.
