20 Alaska Admin. Code § 05.1723
As provided in AS 16.43.170(h), the commission has the right of first refusal to purchase an entry permit for which a request for permanent transfer due to involuntary action is filed with the commission under 20 AAC 05.1714. A completed form, designated Right of First Refusal to Purchase Entry Permit, provided by the commission, must be filed at the time the request form is filed with the commission under 20 AAC 05.1714 and must specify the price and other terms of the execution sale regarding the permit. If the commission does not exercise its right of first refusal within 30 days after the commission has determined that a request for transfer under 20 AAC 05.1714 is approvable under AS 16.43.170(g) and 20 AAC 05.1718, the permit will be transferred in accordance with 20 AAC 05.1742.
