The department will apply money that the department collects from a person first to any outstanding fees or motor vehicle registration taxes that the person owes. The department will provide written notification to the person's address of record of underpayments or payments that a financial institution returns as uncollectable. If a person writes checks returned for nonsufticient funds two or more times, the department may require the person to make payment in cash.
