Section 15 AAC 150.310 - Bid specifications
(a) The purpose of a bid specification is to serve as a basis for obtaining, in a cost-effective manner, supplies, equipment, services, construction, office or other space leases, personal property, or professional services suitable for the Corporation's needs.
(b) As part of its bid specifications, the Corporation will use its best efforts to describe the requirements to be met without having the effect of exclusively requiring a proprietary supply, service, or procurement from a sole source, unless no other manner of description will suffice.
(c) The Corporation will use a bid specification that limits the procurement of an item to a specific manufacturer's name or model number only if the appropriate Corporation officer determines, in writing, that only the identified item will satisfy the Corporation's needs and no substitute is acceptable. If a bid specification expressly limits the procurement to only one source, the chief procurement officer must approve the bid specifications in writing before distributing any invitation to bid or request for quotation.
(d) The corporation may develop a qualified products list if the corporation determines that testing or examination of the supplies to be purchased is desirable or necessary before issuance of the solicitation in order to best satisfy the corporation's requirements.
