Section 13 AAC 02.367 - Loading zones(a) The Department of Transportation and Public Facilities, or a municipality, in their respective jurisdictions, may place and maintain signs, designating loading zones, under the provisions of this section.(b) No person may designate or erect a sign indicating a loading zone, passenger loading zone or a no-parking area unless he makes application to the proper authority for a special permit for the zone. A copy of the permit may be required to be displayed in the windshield or window of the vehicle lawfully using the zone during times of loading. If appropriate, the applicant shall also apply for a parking meter hood or for two signs indicating the area of the zone and stating the hours during which the provisions of this section are applicable. The authority issuing the permit may collect from the applicant a reasonable fee for the signs and may impose conditions on the use of the signs. Every permit shall expire at the end of one year.(c) It is unlawful for a person issued a permit under (a) of this section or any other person to violate the terms or conditions of the permit.(d) No person may stop, stand, or park a vehicle for any purpose or length of time other than for the expeditious loading and unloading of passengers or property in a place marked as a loading or passenger loading zone during the hours when the provisions applicable to the zone are in effect. A stop for loading or unloading of passengers may not exceed three minutes; and a stop for loading or unloading of property may not exceed 30 minutes. A stop may not interfere with a vehicle waiting to enter or about to enter the zone for loading or unloading of passengers or property as specified in a permit issued under this section.Eff. 6/28/79, Register 70
