Section 11 AAC 20.030 - Horses
(a) The use of horses, mules, and burros is allowed in Chugach State Park, except for
(1) designated campgrounds, swim beaches, and picnic areas;
(2) the Eagle River Valley from Crow Pass to the Eagle River Visitor Center, except by permit from the director under 11 AAC 18.010;
(3) Meadow Creek Drainage;
(4) the Old Johnson Trail from Potter to Indian;
(5) trails from the Glen Alps parking lot except for the powerline access trail posted for use of horses;
(6) Flattop Mountain Trails;
(7) all trails in the Hillside Trail System (North Fork of Campbell Creek to and including Rabbit Creek), which may be closed seasonally to horse use to control break-up problems and use conflicts with ski trails;
(8) trails in the Indian Creek Valley, may be closed seasonally to horse use to control break-up problems or during periods of excessive rain; and
(9) trails accessible from the South Fork Eagle River Trailhead, which may be closed seasonally to horse use to control break-up problems or during periods of excessive rain.
(10) Hemlock Bum trail.
(b) The use of horses, mules, and burros is subject to the following conditions:
(1) groups using 10 or more animals must obtain authorization from the director under 11 AAC 18.010 before entering the state park;
(2) tethering horses, mules, or burros within 100 feet of fresh water is prohibited;
(3) loose herding of animals is prohibited.
(c) The director may, by order, close a trail or area listed in (a) of this section to the use of horses to protect soils or vegetation, to reduce or eliminate user conflicts, or to promote sound management of Chugach State Park. A closure under this section shall be posted at entrances to the affected trail or area.
