The commissioner will give notice of the invitation to bid at least 30 days before the deadline for submission of bids. The commissioner will, in the commissioner's discretion, give notice in national business, financial, petroleum, or other publications. The notice will specify the quantity of oil, gas, or associated substances offered for sale, the terms of the sale, the source of the oil, gas, or associated substances and the point of delivery, the date by which bids are to be received, the qualifications of bidders, any priorities or preferences to be accorded among bidders, and the place or places at which invitations to bid may be obtained.
