The application is processed on the state and local levels and submitted to the Law Enforcement Planning Division which, in turn, checks for compliance and correctness under the guidelines established by the Act and Guideline Manual of the U. S. Department of Justice, Office of Justice Assistance, Research and Statistics (OJARS) M7100.1B. After staff review, it is taken before the Juvenile Justice Advisory Committee for approval or otherwise, as set out in Executive Order No. 5, referred to earlier, and the Act.
