Section 265-X-8-.02 - Definitions(1)National Incident Based Reporting System (NIBRS) - A system implemented by FBI CJIS to improve the overall quality of crime data collected by law enforcement in the United States. This system captures details on each crime incident-as well as separate offenses within the same incident.(2)Criminal Justice Agencies. State, county, tribal, and municipal public agencies within Alabama that perform substantial activities or planning for activities relating to the identification, apprehension, prosecution, adjudication, or rehabilitation of civil, traffic, and criminal offenders.(3)Law Enforcement Agency. A state, county, municipal or tribal public agency within Alabama State, county and municipal public agencies within Alabama charged with the enforcement of any laws and the officers or employees of which have power to make arrests.(4)Criminal Justice Information (CJI). Data necessary for criminal justice agencies to perform their duties and enforce existing law. This term includes biometric, identity history, person, organization, property, when accompanied by any personally identifiable information, case/incident history data, and any other data deemed criminal justice information by the FBI CJIS Security Policy. The term also includes ALEA-provided or FBI CJIS-provided data necessary to make hiring decisions.(5)Personal identifying information (PII). Information that can be used to distinguish or trace an individual's identity, either alone or when combined with other personal or identifying information that is linked or linkable to a specific individual. PII includes names, gender, race, date of birth, photographs, addresses, social security numbers, driver's license numbers, or biometric data.Ala. Admin. Code r. 265-X-8-.02
