SUMMARY:

Pursuant to the Federal Pipeline Safety Laws, PHMSA is publishing this notice of a special permit request we have received from TransMontaigne Operating Company L.P. (TOC), a hazardous liquid pipeline operator, seeking relief from compliance with certain requirements in the Federal pipeline safety regulations. This notice seeks public comments on this request, including comments on any safety or environmental impacts. At the conclusion of the 30-day comment period, PHMSA will evaluate the request and determine whether to grant or deny a special permit.

PHMSA has received this request for a special permit from TOC seeking relief from compliance with certain pipeline safety regulations. TOC's request includes a technical analysis. We invite interested persons to participate by reviewing this special permit request at http://www.Regulations.gov,, and by submitting written comments, data or other views.

Before acting on this special permit request, PHMSA will evaluate all comments received on or before the closing date of the comment period. Comments received after the closing date will be evaluated if it is possible to do so without incurring additional expense or delay.
