SUMMARY:

The FAA proposes to rule and invites public comment on the application to impose and use PFC revenue at Tri-Cities Airport under the provisions of 49 U.S.C. 40117 and Part 158 of the Federal Aviation Regulations (14 CFR part 158).

SUPPLEMENTARY INFORMATION:

The FAA proposes to rule and invites public comment on the application 04-06-C-00-PSC to impose and use PFC revenue at Tri-Cities Airport, under the provisions of 49 U.S.C. 40117 and Part 158 of the Federal Aviation Regulations (14 CFR Part 158).

On September 9, 2004, the FAA determined that the application to impose and use the revenue from a PFC submitted by the Port of Pasco, Tri-Cities Airport, Pasco, Washington was substantially complete within the requirements of § 158.25 of Part 158. The FAA will approve or disapprove the application, in whole or in part, no later than December 11, 2004.

The following is a brief overview of the application.

Level of the proposed PFC: $4.50.

Proposed charge effective date: June 1, 2005.

Proposed charge expiration date: September 1, 2010.

Total requested for use approval: $4,599,230.

Brief description of proposed project: Mobile ADA Lift; Terminal Building Passenger Ticket Lobby Expansion; Terminal Apron Reconstruction and Snow and Ice Removal Equipment.

Class or classes of air carrier, which the public agency has requested not be required to collect PFC's: None.
