In the alternative, the ISO submitted its pleading as a complaint against the TCA for being unjust and unreasonable and unduly discriminatory if the ISO is precluded from assuming Operational Control of the portion of the upgrade of Path 15 owned by Western Area Power Administration, Sierra Nevada Region (Western).
